Following on from the huge cost to the UK taxpayer of the 2001 Foot and Mouth disease outbreak the government is currently consulting on proposals that include sharing costs with the industry of protecting our livestock, including horses, from future major disease outbreaks. These proposals also include separating the policy teams responsible for animal health from animal welfare and placing the responsibility for disease control outside Defra. Is this a good idea?
